Instead of ... 2-7; which certainly wins, play ... 19-16!; 12-19 30-26; 22-31 2-7; 31-24 7-7! W. Wins.

You had legitimate points for posting it: It was reached in a World Title Match, has probably not been previously published, and demonstrates a theme that may be new to many and would be fun to execute in a game.

However, in defense of the problem-composing art, I would remind all that, were it not for those points, the setting would not deserve publication because of its serious flaws, specifically its easy dual solution and its superfluous extra pieces.

The "Merry-Go-Round" theme has appeared in a number of flaw-free problems published over the years. The first was probably by Slocum, who published one on May 25, 1891. It is #32 in the "Slocum Strokes" book at http://www.online-museum-of-checkers-history.com/ where you will find the solution. Here is the Slocum setting:
