What is the minimum $ amount a bid has to be?

For an ACF National tournament, I believe there is something in the by-laws about $2000 being a minimum. If people aren't quite able to reach this target, we would still welcome the bid for consideration, since we sometimes have other private contributions (non-site-specific) that can be used to reach the minimum. Nevertheless, a small bid can easily get "beat out" by other bidders.

For WCDF events, I don't believe there is a minimum bid.

In either case, information of interest would be the location of the city, size of playing facilities, hotel room rates, availability of nearby restaurants and attractions, airport transportation, some complimentary rooms are preferable for a National (for referee, president, etc.), and any other perks, etc. Naturally it's tough to have everything perfect for a given venue, but these are the obvious factors to consider, should there be comparable bids submitted
