Note E in America's Best Checkers says 27-24, 3-7, 32-27 etc wins (Tinsley). This is too much for my analytical resources. Where's the win?

R. Fortman, in Elam's Checker Board, Mar. 1957, p.3362, said this:

27-24 3-7 32-27 is given to win by Tinsley with no continuation. Continue 9-13 (as played by Tom Colston vs. the writer in the recent U.S. vs. Great Britain team match) and we will appreciate seeing the white win!

It's strong for White, but I haven't found a WW. Here is the Colston - Fortman game:
