John, this is famous Bowen Twince position. If it's white move - it is a draw, if it's red move - it is a white win. You should better learn this ending from a real book - "Famous Positions" for instance or "Masterpieces".

However, even it is not a win, there are some tricks here which white can set and book will help you greatly to learn all of them in details.

Hello John,

if the position is red on 13 and 21 with red kings on 31 and 32
and white single on 30, with white Kings on 22, 15 and 23 and white 's move
then the position is a draw.

Not sure if I showed this before.

In Famous Positions page 12 (First Position):

In first para where it says
now 1-5 becomes Diagram No 2.
This is not the case, and, in fact, the position in Diag No 2 cannot be reached.

Also FP page 109 (Fourth Position)
Note A says 20-24 is premature and only draws by 32-28, 23-19.... but instead of 23-19, go 24-20, 28-32, 22-18, back into the winning line.

Incidentally in Payne, Sturges, Anderson and Kear's the Black King on sq. 20(in FP) is placed on sq.28.
In which case, one might ask with Black to move, what was White's last move?
If 27-31 then Black should have Huffed him! under the old rules.
