I wonder if contributer to the Draughts Review was meant? That would be G.L. Gortmans, for some years the Problem Editor of [i:38f24936ab]Het Damspel[/i:38f24936ab], with an article on Polish Draughts.
The first 9 positions published in the Review are by Zach Brogan, but these were selected by the Editor, as a memorial.
The accompanying article entitled
“HALF HOURS WITH THE IMMORTALS. ZACH BROGAN. (1859-1924)” concludes:
“….but the omission of specimens of his skill from the problem section of the 3rd American Tourney Book is inexplicable in view of his death in the preceding year, for players in general must feel that the Committee of the Association then neglected an opportunity to pay a graceful tribute to the memory of one of America’s brightest sons.”
The first original problem contributed is by H.T. Smith, of Chelsea. ( No. 10 )

Cannot find a matching name I'm afraid. Fred Allen springs to mind but I don't see his name listed.
