Hi Ingo,
I think you will find that when the 10th August date was finally offered, the period of notice available was unrealistically short, to enable all the necessary arrangements to be made.
Also, I believe full clarification on the question of visa applications had not been provided.

Lindus, if you are familiar with this case, you also must be familiar with end of this story after half of century - when Marion Tinsley came to England to play with great DEO to defend his title. And also, if you, Lindus, read Sixth, Pg. 365-372, Appendix C - Three Move Title Controversy, you can see the continuation of this story after another 50 years (!) - Ron King didn't want to play match in the fall 2001 and match was abonded. Ron provided many reasons and conditions. You can find some of them in the book, and it was one more which was in one of his emails and not included into book: he said that due to September 11 terroristic attack it is not safe to come to USA !!!
What we can learn from these stories and what the history teach us ... if someone doesn't want to play match, than for one or another reason it's never take place.
To the best of my knoweldge, at the same time today Hoja and Bat-Erdene are negotiating direct over the Amangul v Javzan 3-moves Woman World Title Match.
Period.
I lost a good dozen of interest to this story. It was my intention to grab a public attention and find a true. There were also several things which WCDF could done better. One of them - upgrade WCDF BY-LAWS and develop / improve seriously an article regarding bidding process and selection of bid and make it more clear, definite and restrictive.
Noone can be above the law and everyone is equal - no favoritism.

To answer Ingo,and what ive said all along,if you read, I never refused to go!The New Zealand Checker federation gave permission for the bid to be extended until June 15th.That fell through,simply because i couldnt get any questions answered,from the WCDF on taking money out of Turkmenisten.If i was going to collect my airfare at the airport,how would i get it out of Turkmenisten?Their laws on money are different.It took me three weeks to try and find that out
myself,as the WCDF were not answering me,or giving me any definate info on it.I tried travel agents here,and a government agency,nothing!They didnt know.In frustration i rang the Turkmenisten Embassy in America,they didnt know!!But i still accepted to go,after Hugh told me it was a government project.When i asked for verification from the Turkmenisten government,i got nothing,only Hugh saying it was ok!
Then another date was given,the last one,but the timeline for the bid was past,and the WCDF didnt ask the NZDA permission to extend it again.They just told me this is the date!Apparently on July 10 they passed a resolution between themselves that they would forfeit me if i didnt accept.Just got that data yesterday.They didnt email and tell me id forfeit if i didnt accept,i didnt know until Hugh sent me that forfeit letter last week.The time frame to go over by left me three and half weeks to get there,with no proper info on exchange of money,visa.and all the details that have to go on before you travel to the other side of the world,to a different government system than our democracy.

I don't have any good answer - how this may help you now. But I want to remind you a situation in 2007 when our match with Ron King was canceled. I wasn't happy at all with such outcome, even though ruling was in my favor. I remember how I was crying and screaming on this forum asking for changes WCDF BY-LAWS and imrpove everything . Well ... neither you nor Lindus, Liam or anyone else here supported and backed me perhaps thinking it is my problem only. Today it is your problem, tomorrow it will be problem for someone else.
Today Ingo says again that GA agenda for September is full. Well ...

This is partially is my answer on your question - what to do ... pushing to WCDF a motion seriously review and revise definition of bidding and selection process. Any accurate bid should include well written conditions which cover all (most) possible situations. Financial part of bid should include banking guarantee letters or at least sponsors notes. Both participants must be given a time to review bid selected by WCDF and submit all additional questions in advance, prior final acceptance. This may take an extra 1-3 weeks but works much better, more efficient and more secured for all parties (including WCDF) than the procedure which we use today.

Again, if all my proposals today will be threw away, we will have problem sooner or later with other upcoiming matches.
I don't argue much with Mongolian case. I played many matches, only few of them were "hard to set and negotiate". Many other matches such as with William Docherty in 2001, Elbert Lowder in 2002, 3 moves and 11 man ballot, Tim Laverty 11 man ballot 2008 were very easy to setup. It took only few direct emails exchange where both players had a good relations and intention to compete. About manats ... You should probably ask me this question

1) Way #1. Turkmenistan government gives you dollar eqivalent of money and gives you permission (if necessary) to take them out of country.
2) Way #2. Use service one of International Money Transfer companies, such as Western Union and/or other. With this way you bring to the Turkmenistan Western Union office manats, pay fee and they give you a secret control number which you pass to your husband. Then he goes to Westen Union office in NZ and gets all sum in NZ dollars.
I used this way several times in the past few years by sending and receiving money from Croatia, Russia, Ukraine, Moldova - all of them have non convertable currency. And it worked successfully in all cases !
You can propose one of those ways to WCDF and Hoja and put it on condition of playing match. When you arrive to Turkmenistan, they should give dollars to you or transfer them to your husband. And if this not happened - match shall not be play and referee award you as winner. I am very confident that if you choose this way and propose it to WCDF as compromise solution, they would back you and now pass it to Hoja - accept or quit..
3) Way #3 (not recommended but may work) Buy something valuable and expansive in Turkmenistan (covers ?) which you can sale easy in New Zealand. No jokes but not recommened ... HUH ! This should something special which you can't find easy in NZ.

Why wasnt i told this by the WCDF about currency?You werent organizing the match,they were.This is just one example of information i couldnt get,thus couldnt with confidence go to Turkmenisten.I shouldnt have to ask you Alex,The Wcdf needed to tell me when i asked.To get a visa,hugh sent me something to click on to apply which he said was relevant to New Zealand.It wasnt!!Apparently i had to send an application to London which would take 10 days there.This is after i had 3 and a half weeks to get to Turkmenisten.This is just crazy!We needed longer than that!

create Committee and appoint it's members and Chairman to review and revise BY-LAWS regarding bids and bidding / selection process ? I will be more than happy to work on this Committee if WCDF decides to choose me among other Committee members and chaimran.
An option could be, if GA just appoint only Chairman and (s)he pick other members of Committee.

AHHH.......Now things are much clearer why and how this calamity has happened ............there are not a million bids for these matches and its just as well because when OFFERED TWO BIDS (my god) the WCDF GOT CONFUSED and now a DECISION....... (a wat??).......must be made !!!!! which is why we are where we are today..............deadlock no decision amd no match.

Strange how such a sophisticated organisation would not have addressed that currency problem at the time and written it into the conditions before accepting the Turkmenistan bid. Then there would have been no problem in advising Jan, when she asked the question, how the money could be changed into an acceptable currency.
