For another example of a good online presentation, you might take a look at the currently ongoing Italian Championships in Italian draughts: http://www.fid.it
They use one of the powerful features of CheckerBoard to prensent the games online.
Note that they have a different approach to the 3 move system:
They play one opening in one round in all games and thus use a deck without the most uneven ballots.
With that system they manage to play a round robin tournament, without the usual problems arising about the pairings.
I think this approach looks quite sophisticated.
They have a rating system to determine the participants in the masters section and, as a 2nd chance, local qualifiers that also allow to play in the masters.
Are the District tournaments not qualifiers for the masters at the US nationals?
One might even allow players not from that district to qualify and thus get a regular series.
In draughts 100 in Germany this is also done. A few are qualified by rating or last year's performances , but most of the 16-20 players are qualified from qualification tournaments.
In Checkers (that's how the anglo-anerican style is officially called in Germany) we don't have enough players and events to start a series yet, but it looks very reasonable and attractive to me.
