Software for teaching the game

Does any software exist for teaching the game to a newcomer - as opposed to merely playing them?

I don't know of any. If the program just teaches the rules then I suspect it would be installed and then deleted fairly quickly because the rules are easy to learn. A video tutorial could probably do just as well for that. A program to teach the rules, and then move on to teaching openings, tactics, strategy etc. would have a longer life. For this, the programmer would need to have a good knowledge of the game or at least have access to an expert resource who could advise on those matters. For a programmer it's quite an investment of time and effort. However, I can see the attraction of having an interactive teaching facility in a program such as CheckerPlayer, making it more of an "all-round" program for beginners and experts. But there are already a lot of resources out there, websites, YouTube and so on, which the beginner can use. Same with chess - there is (paid) software called "Fritz and Chesster", mainly aimed at children, which is still doing the rounds after many years, but I'd be surprised if it's a great source of income for the authors since there is so much free stuff out there.

Straight checkers gold --- isn't that the one Al Lyman sold for a while, with some add-ons? I had a copy once upon a time, it was a mish-mash of different things, not an organized course.
