WCDF already awarded several USA and UK players by GM titles based on their past performance (not current) and I highly appreciate this.

It is true that titles were awarded to inactive players because of their past results (they were all multiple winners of major tournaments), but only in crossboard events.
We did not propose titles to the WCDF GA for mail play achievements, because the WCDF so far is merely a crossboard play federation, at least until now.
Tommy, if you would ask Hugh , Richard and other officials of the WCDF, I think they would appreciate to also include mailplay events in their competence ("family" as you said so well) , but I think that there must be already an official federation of the mail players, or else: who is organizing the World Championships ? Why doesn't this organization simply joins the WCDF as member federation ?
Maybe it is a good point to remember for the next GA, but so far we only had to consider crossboard results for title awarding.
No title was given away "by honour", all were achieved by results, past or present, but, sad to say, only crossboard results.
There is no need that this will be the last word.
Mailplay is indeed a great branch of our game, but I think it is up to the mail players and their organizing body to join or cooperate with the WCDF or to award their own titles.
To have the mail play results included in our rating would be pointless, as these r two incomparable forms of competition, each demanding its very own special skills.
A seperate rating for mail play may be possible, but I think that a commitee of experienced mail players should produce a mail rating list,
based only on mail play results.
To mix it would mean that you, Tommy would be not that high in the rating list as your mail play achievements would indicate, as your crossboard results would lower your rating significantly.
