whats the rule in checkers for repeating a position
if the same pos is repeated 3 times during a game its a draw?

As I look at Rule 15 it seems to preclude non-smoking tournaments or tournaments held in locations where smoking is forbidden. But the number of these is increasing Some states prohibit smoking in public buildings which may include conference rooms in hotels and other likely venues. Some school systems where a tournament could be held would not allow it if smoking had to be permitted.
This was a big issue in chess thirty-some years ago. The US Open went smoke-free, and a tobacco company withdrew its sponsorship. But ultimately, most chess players today support smoke-free tournaments. I resisted as I was a smoker then, but have changed on the issue.
My view is that tournament organizers should have discretion on this issue, and that whether smoking will be permitted should be announced. That will give both players who smoke and players who are concerned about second hand smoke a chance to choose their tournaments.

The "repeated position" is a draw according to WCDF rules, since it's specifically stated. I believe the current ACF National tournament rules (not currently posted, but I'm working on them) don't state this specific rule and just gives the 40-move count. However, a referee can always declare a position a draw if a player is obvioiusly stalling or trying to annoy an opponent by repeating moves and not trying to win.
