The correct answer comes from rich beckwith but whitefork's answer was very close, William T. Call's book Midget Problems (published in 1913) was comprised entirely of 2X2 problems, many of which were composed by "The Father of the 2X2 Problem" Dr. T. J. Brown, Dr. Brown was born in the late 1830s at Glentworth Street, Limerick, Ireland, (Republic of Ireland) http://en.wikipedia.org/wiki/Limerick he studied at Trinity College Dublin during which time he composed "La Pucelle" , one of the game's most difficult problem settings. The publication of "Gould's Book of Problems, Critical Positions and Games" in 1884 contained no less than fifty-four of Dr. Brown's compositions, many of them arising during the course of games he played.

A very interesting 2X2 problem from Call's book, Midget Problems was featured in an artical by Bob Newell's The Checker Maven 06/08/2005.
